Overfishing or even outright illegal fishing is the principle target of a grassroots marine sanctuary protection plan.
Educating fisherman is one of the first priorities in a Marine Conservation Program. Assuming that local artisan fisherman willingly disobey Conservation efforts can set the stage for communications breakdowns.
Properly demarcating Marine Sanctuaries is the first line of Education for the Public to cooperate with. Demarcating these areas serves as a multi-purpose tool enabling patrol and maintenance crews to constantly “police” these zones.
The clear demarcation of these zones enables the implementation of professional and even rental moorings systems for multiple dive or recreational boaters. Special zones for fishing can also be encouraged with fisherman’s moorings and fish attractors combined.
